Like the production screen discussed in the last episode, the labor screen is considered part of Industry. From the main map you reach both these screens by clicking on the factory icon on the gold ribbon at the bottom of the screen. Once you are within industry you can use both screens, alternating between them by using the two icons in the gold banner at the top of the screen. Labor is represented by a hammer, while production is represented by a gear.
Note that you cannot delegate the recruiting or training of labor to computer control.
